This article provides a comparison of AI tools available at UW-Green Bay: ChatGPT Business, Microsoft 365 Copilot, Microsoft 365 Copilot Chat, and Microsoft Copilot Studio (Power Platform). It highlights core differences in model access, context size, integration, features, compliance, and pricing.
Note: Microsoft 365 Copilot Chat is currently available to all UW-Green Bay accounts at office.com/chat. If you would like to request a license for Microsoft 365 Copilot or ChatGPT Business, please complete the AI License Request form. Students are not eligible for paid licenses.
Important: Any AI tool not approved by GBIT / UWGB (ex: ChatGPT Personal, Gemini Personal, Claude Personal) must not be used with university data or in the conduct of university work.

Copilot Credit packs:
- Monthly – Microsoft Copilot Studio License (Copilot Credit capacity pack): $200 per capacity pack (25k Copilot Credits)/month. Unused credits do not roll over to the next month.
- Yearly – Copilot Credit Pre-Purchase Plan (P3): Tier based (higher tier = higher discount). $1 = 1 Copilot Credit Commit Unit (CCCU) = 100 Copilot Credits. Tier 1 = $2,850 = 3,000 CCCUs = 300,000 Copilot Credits. Unused credits do not roll over to the next year.
- Yearly – Microsoft Agent Pre-Purchase Plan (P3): Tier based (higher tier = higher discount). $1 = 1 Agent Commit Unit (ACU) = 100 Copilot Credits. Credits are usable across the Copilot Studio and Microsoft Foundry agentic services. Tier 1 = $19,000 = 20,000 ACUs = 2,000,000 Copilot Credits. Unused credits do not roll over to the next year.
Copilot Credit consumption won’t be counted against the pay-as-you-go meter until capacity packs have been exhausted.
Microsoft 365 Copilot Licensing:
- Usage of Microsoft Copilot Studio agents and the Microsoft Copilot Studio tools/features invoked by the said agents are included in the Microsoft 365 Copilot license when the agent is deployed to a Microsoft channel (ex: Teams, Office.com/chat, or SharePoint).
